How do governments handle payouts in anchored money like social security with a fixed Bitcoin supply and somewhat fixed gold supply?

The good part is the second part of the term which often accompanies "welfare," and that is "warfare." Keeping the people fed and housed in return for not needing to pay for the forever wars directly through taxation will no longer keep the rabble quiet about bombing the world. All of a sudden, maybe they'll grow some morals.
