Those closest to the funding spigot benefit most. That is why, for example, university administrations bloat while the teaching and research they are supposed to serve, suffer. It is probably also why they are so heavily politicised and dictatorial. They attract rent-seekers, and any dissent must be squashed.

Perhaps we could call it the genersalised Cantillon effect.
